Chief Minister Samagra Gramya Unnayan Yojana (CMSGUY) is a new scheme announced by the Assam Government for the development of the villages in the state. The scheme will be implemented in a mega mission mode in all villages of the Assam till the year 2022. The village development scheme was launched by the chief minister Sarbananda Sonowal on 5 February 2017 (Sunday) in Guwahati.

Chief Minister’s Samagra Gramya Unnayan Yojana is one of the most ambitious multi-sectoral schemes of our Government which aims to double our farmers income within a period of 5 years (from 2017 till 2022). For this, a mega mission society was convened with a governing council chaired by our Honourable Chief Minister.

Tractor Distribution under CM Samagra Gramya Unnayan Yojana

The state govt. of Assam has distributed 9,135 tractors with a total expenditure of Rs. 454.53 crore under Chief Minister’s Samagra Gramya Unnayan Yojana for the benefit of agriculture sector.

Ghare Ghare Pukhuri Ghare Ghare Maach scheme – CMSGUY Fisheries Vertical

For the financial upliftment of the youths of state and to make them self employed, Assam govt. provided training to beneficiaries. This is done through the Ghare Ghare Pukhuri Ghare Ghare Maach scheme under fisheries vertical of CMSGUY. In parallel, Assam govt. has even distributed Rs. 60 lakh to youth to initiate them into pisciculture as a means of livelihood.

Sports Fields / Veterinary Sector Development under CMSGUY

Under Chief Minister Samagra Gramya Unnayan Yojana, Assam govt. have developed 444 sports fields in the rural hinterland of our state with a total outlay of Rs. 66 crore. In the Veterinary sector, govt. has launched several projects like special intervention for livelihood and employment generation for youths in livestock sector in Bokakhat LAC, Sootea LAC, Jalukbari LAC and Majuli LAC.

Launch of Integrated Dairy Value Chain

Assam govt. has even launched an integrated dairy value chain in Sitajakhala dairy cluster in Morigaon District. The most striking is Mini milk processing plant and other activities under Kannayeka Bohumukhi Pam, Jamuguri hat in Sonitpur District which is truly revolutionizing the rural economy of the state.

Assam Adarsha Gram Yojana

The state govt. is also going to launch Assam Adarsha Gram Yojana, to transform rural Assam. Although this scheme could not take off due to the CAA protests followed by the Covid-19 crisis, govt. has already made the financial resources for implementation of AAGY scheme with the field level functionary. With the support of Hon’ble MLAs and the Deputy Commissioners, govt. will implement Assam Adarsh Gram Yojana in the years to come.

Objectives of Chief Minister Samagra Gramya Unnayan Yojana (CMSGUY)

The scheme is aimed at bringing the revolutionary changes in the villages of the state by doubling the farmer’s income. The CM Samagra Gramya Unnayan Yojana will be implemented through saturation model by covering each revenue village through focused interventions in direct economic activities, logistic support including market linkages, and community support. Below are the main objectives of the scheme.

  • Rural income generation
  • Convergence of departmental schemes
  • Improving irrigation facilities
  • Skill development
  • Special attention to 6th scheduled councils, PRI’s, ULB’s
  • Special emphasis on Sericulture, Bamboo cane products, high-yield variety seeds, spices, vegetable and organic farming.
  • Village base eco and rural tourism

As per the assessment survey taken between 2002-03 and 2012-13, the growth in the income of the farmers was only 0.88% per year in Assam against a national average of 5.2%. Hence the Assam government has decided to launch the CMSGUY for holistic development of the villages within a short span by making huge investments in rural areas across the state.

Implementation of CMSGUY

The CM Samagra Gramya Unnayan Yojana would be implemented in a mission mode. The state government would constitute five teams in each block for the implementation of different mission under the scheme. The teams would be responsible for creating development plans and implementing them into the villages that comes under their block.

Each village under the scheme would get its own village knowledge center and a playground. The scheme would spend about Rs. 1.20 Crore on each village for its overall development. Villages would be the center at the development under the CMSGUY scheme. The key highlights of the scheme implementation would be as following.

  • Conduct baseline survey of all villages.
  • Identify core strength of each village and create a development plan.
  • Training of Panchayat representatives and officials.
  • Take up pilot activities in the villages.

  4. in BTAD area as there is no elected village level representative like GP even no secretary in VCDC autocracy arises in selection of beneficiary, proper benificiaries are depriving.

    I am a assistant professor, One Farmer of our village asked me about the agricultural loan. She and her husband want to take agricultural loan. Their livelihood totally depend on agricultural. When she asked me then I search in google about these agricultural loan. Today I got this site. Please give me advice they find agricultural loan. So That they can get these loan. Al of we known that, in India 70% people depend on agricultural.I think in this way if we help them it will help the uplift men of rural economy. If you do not have any problem please help me.
